The Public Safety Department, in partnership with the Homeless Outreach Program Integrated Care System (HOPICS), works daily to provide outreach services that. How do outreach teams engage a homeless person in need of assistance Experienced outreach teams from nonprofit service providers canvass all geographic areas. Our outreach process has been adjusted significantly - we are pre-assembling supplies (which includes hygiene and safety gear, but currently cannot include homemade food items), outreach teams are limited to experienced volunteers, and all volunteers must be screened before outreach.
